Strata & owners association audit

Written by Qantara tax & advisory team Reviewed by Mr. Waqar, Qualifications TBC Updated

The short answer

Jointly owned properties in Dubai must have their financial statements and service charge budgets audited by a firm accredited by the Dubai Land Department. The audit checks the accounts, the management company's controls and compliance with Law No. 6 of 2019, so owners can see how their service charges are spent.

Who audits jointly owned properties in Dubai?

Audit firms accredited by the Dubai Land Department. In 2021, RERA signed agreements with 27 audit firms to tighten auditing standards and controls on service charge budgets and financial reports for jointly owned properties (Dubai Land Department). The accredited list is published by DLD, so check it before appointing an auditor.

What does a strata audit cover?

The building's financial statements, the management company's controls and risk management, whether the common parts are managed as the law requires, and the service charge budget, with a report on compliance with Law No. 6 of 2019 and RERA rules (DLD). Typical findings involve costs charged to the wrong building, reserve fund shortfalls and contracts awarded without competing quotes.

Why must strata auditors stay independent?

Because owners rely on the report against the company that manages their money. DLD's rules restrict auditors' financial interests in the building, the non-audit services they can provide and certain family relationships (DLD). We confirm independence in writing before accepting each engagement.

How can owners use the audit report?

To question budgets with evidence. The report shows which costs rose, which were not supported and whether the reserve fund can cover planned major works. Owners' committees use it to challenge the next budget or the management contract, and the management company can use a clean report to show its charges are justified.
